"Publishing a newspaper for a small town or a community requires much more than a mere scaling down of a national operation. Naturally, a business is sized in proportion to its market, and for community newspapers this means smaller capital, lesser frequency (most probably a weekly or fortnightly), smaller staff, smaller page size or fewer pages, smaller press. But this proportional reduction of requirements does not apply to expertise and effort.
