Summary: "This book showcases how fourteen (14) municipalities succeeded in planning and implementing socio-economic projects now in different stages of implementation. The following chapters describe the challenges these local government units (LGUs) faced, how they overcame them with a little outside help, and what key lessons can be learned from their collective experience. Along the way, this book makes a compelling case for mentoring as an effective and necessary tool for training local governments. The genesis of this book is a three-year technical assistance project entitled Alternative Financing Options for LGUs (Project ALFI). Funded by the UK Strategic Programmed Fund and jointly undertaken by the British Embassy in Manila and the University of Asia and the Pacific, Project ALFI trained and mentored 14 LGUs on project packaging and management to help them secure alternative funding for their project. In the succeeding chapters, the reader will see common challenges faced by these 14 municipalities in their projects, how they addressed them, and what key practices or insights can be drawn as benchmarks for similar undertakings at all levels of local government. The value of mentoring as a training method is also underscored throughout. The book is divided into six sections: five chapters and an appendix of relevant material. Chapter 2 presents common issues municipalities face in undertaking development projects or public economic enterprises. Chapter 3 describes how the 14 municipalities under Project ALFI addressed these issues. This chapter also describes the project development process and the background of specific projects. Chapter 4 revisits Chapters 2 and 3 to distill notes of experience in municipal project development." --Introduction
